Creates a new Unit or Group in the database.

create unit (text, unique name for new unit)
create group (text, unique name for new group)

• Unit and Group names must be unique.
• Units are created as pseudos with no interface selected. Other settings must be initialized via the unit class properties or other Unit editing verbs.
